♦ REWARD OF RS 50,000/-WAS DECLARED BY DELHI POLICE ON INFORMATION LEADING TO HIS ARREST.
♦ REWARD OF RS 70,000/-WAS DECLARED BY UP POLICE ON INFORMATION LEADING TO HIS ARREST IN 3 CASES OF ROBBERIES.
On 24/05/2019, a team of Special Cell led by Insp, Chandrika Prasad & Insp Amul Tyagi under the supervision of ACP Attar Singh has arrested a notorious interstate gangster namely Rizwan @ Phool Miyan (Age 29 Yrs.) r/o Welcome Seelampur, Delhi. Phool Miyan @ Rizwan was arrested from Golapatti, Imphal, Manipur, where he was hiding for the past several months to evade his arrest. He is involved in more than 30 criminal cases of Delhi and UP. He is wanted in a case of armed robbery of the year 2015 committed in the area of P.S. Anand Vihar, Delhi in which he was carrying a reward of Rs. 50,000/- declared by Delhi Police on information leading to his arrest. Process to declare him Proclaimed Offender in the said case was in process. Apart from this, he is carrying a reward of Rs 70,000/- from UP police in 3 separate cases i.e (1) in a case of attempt to murder committed in the area of PS Islam Nagar, Budaun UP, (2) a case of sensational dacoity committed in the area of PS Baniyather, Sambhal, UP and (3) in a case of robbery committed in the area of PS Aonla, Bareilly, UP.
OPERATION & APPREHENSION
About a month back, it was learnt through reliable sources that Rizwan @ Phool Miyan, wanted in several cases of murder, attempt to murder, dacoity and robberies in Delhi and UP, was planning to commit some heinous crime in Trans Yamuna area. In order to develop this information, a team was deployed in Seelampur area. It was also learnt that Rizwan @ Phool Miyan and his associates had made their hideout in Manipur and they come to Delhi and UP to commit heinous crimes and flee back to Manipur to evade their arrest. They have been continuously committing heinous crimes in Delhi and UP with this modus operandi. It was further revealed that accused Rizwan @ Phool Miyan was presently hiding in Imphal, Manipur. Accordingly, a team was sent to Imphal, Manipur to track the movements of Rizwan @ Phool Miyan. After keeping discreet surveillance in the suspected area, accused Rizwan@ Phool Miyan was spotted at Street No.1, East Imphal and was apprehended from there on 24/05/2019. He was produced before the Court in Manipur and has been brought to Delhi on transit remand.
PROFILE OF ACCUSED RIZWAN @ PHOOL MIYAN
Rizwan @ Phool Miyan was born in the year 1991 in Islamnagar, Distt. Budaun, U.P. He is a school dropout. He entered into the criminal world in the year 2004. During Panchayat Elections in the year 2004 in Budaun, UP, his relative Ehsan Hafiz (the brother of Ilyas Sheikh) was shot dead by one Nawab Khan. Phool Miyan was an eyewitness of said murder case. During the trial in the court in the said case, fierce fight erupted between Rizwan @ Phool Miyan and associates of accused Nawab Khan (rival gang). Phool Miyan opened fire at Nawab Khan in the court complex. He was arrested in this case and remained in jail for 6 months. After that Phool Miyan continued committing sensational crimes. He committed the murder of a woman namely in the area of PS Islam Nagar, about whom he suspected that she had passed information of his relative Ehsan Hafiz to the rival gang led by Nawab khan. He was arrested in the said murder case and remained in jail for 8 months. The case is still pending trial. After coming out of the jail, he along with his associates started committing armed robberies. In the year 2007, he committed robbery at a petrol pump in the area of Bareilly UP. In the year 2013, he robbed Rs 7 Lacs from a businessman in the area of Aonla, Bareilly, UP. He is wanted in the said case. Five years back, he got married to a Manipuri woman to conceal his identity and he has 2 sons out of this wedlock. Criminal Involvements of Phool Miyan in Heinous cases:-
1. FIR No 151/15 u/s 392/397/34 IPC PS Anand Vihar, Delhi: On 15/02/2015, accused Phool Miyan along with his associates namely Achhu, Jahid & Faisal followed a person on their bikes and robbed him of Rs. 15 Lacs at gunpoint in the area of PS Anand Vihar. Accused persons were arrested in this case. After getting released on bail, Phool Miyan has not attended the court. NBWs were issued against him and process under section 82 Cr. PC has been initiated against him in this case.
2. FIR No. 275/15 dated 09/05/2015 u/s 394/294 IPC PS Hayat Nagar, UP: On 09/05/2015, accused Phool Miyan along with his two associates robbed Rs. 20 Lacs from an employee of Punjab National Bank after firing at him when victim along with other staff members were carrying cash from one branch to other.
3. FIR No 07/2018 dt 03/01/2018 u/s 399/402/307 IPC PS Baniyather, UP: On 03/01/2018, on the basis of secret information that 7 criminals are planning to commit dacoity in the area of Baniyather, Sambhal, police team conducted a raid. Four members of Phool Miyan gang along with huge cache of arms and ammunitions were arrested but Phool Miyan along with his two associates managed to escape after firing indiscriminately at the police party. He is still absconding in this case.
4. FIR No 531/17 dt 15/12/2017 u/s 395 IPC PS Baniyather, UP: On 15/12/2017, accused Phool Miyan along with his seven associates overtook the car of a businessman of Chandosi and looted cash and gold worth Rs. 15 lacs at gunpoint in the area of Baniyather, Sambhal, UP. Accused is absconding in this case.
5. FIR No 82/18 dt 08/04/2018 u/s 307 IPC PS Islam Nagar, UP: On the basis of a specific input regarding movement of Phool Miyan, a police team of PS Islam Nagar laid a trap near Bahjoi Islam Nagar road to apprehend the accused persons wanted in Case FIR No. 420/17 PS Islampur. Accused Phool Miyan and his associate Akhtar while approaching towards Islam Nagar sensed the
police presence and started firing indiscriminately at the police party to escape. Accused Akhtar was arrested at the spot but accused Phool Miyan managed to escape.
6. FIR No 402/17 dt 22/12/2017 u/s 307/504/506 PS Islampur, UP: Accused Phool Miyan along with his associate initially threatened to kill, the area electric lineman of Islam Nagar. Later he opened fire on the lineman while he along with his staff were laying the electric cable in the street near dak khana road of Islam Nagar, Budaun, UP. Accused Phool Miyan is absconding in this case. His other involvements are being verified.
