Best Practices learnt from Lok Sabha Elections- 2019 to be put down as an SOP for further analysis and improvement : LG to Delhi Police

Lt. Governor, Delhi Sh. Anil Baijal today chaired a meeting on General Crime and lessons learnt from Lok Sabha Elections – 2019.  The meeting was attended by Chief Secretary, Delhi; Addl. Chief Secretary (Home); Commissioner of Police, Delhi; Commissioner (Transport), GNCTD; Spl. CPs and Jt. CPs of Delhi Police.

General Crime Review

A detailed presentation was made by Spl. CP (Crime) covering various crime heads and it was submitted that there has been a decrease in the heinous crimes committed in Delhi till 09th June, 2019 by about 10% as compared to the previous year. Also, the percentage of solved cases w.r.t. heinous crimes in corresponding period has increased.

Delhi Police has also identified areas which are more vulnerable to robberies and snatching. Hon’ble LG directed that similar exercise may be carried out for other crimes and ways and means be devised to effectively control them.

Delhi Police also informed that they have 36,354 registered senior citizens with them and about 2.26 lakhs visits have been made by the police personnel which has resulted in decline in heinous crimes against senior citizens by around  22% till 31st May, 2019.

Involvement of juveniles in various types of crimes has been a cause of concern and Delhi Police by means of “YUVA” programme for skill development for youth has succeeded in providing training to more than 7,000 youths and helped about 5,000 of them in gaining employment leading to effective prevention in crime. Yuva programme has been effective in weaning juveniles away from crime.

It was informed that to have crackdown on criminals, a number of measures are undertaken by Delhi Police like identification of active criminals, putting them under surveillance, updation of their dossiers and history sheets, tracing of absent Bad Characters, arrest of Proclaimed Offenders and monitoring of activities of jail releases.

Delhi Police further informed that conviction rate of Delhi Police is one of the highest among all other states of India and efforts are underway to increase it further by use of technology and separation of investigation from general law & order duties.

Hon’ble LG directed Delhi Police to maximize use of technology and focus on separation of investigation from law and order. He also instructed to explore the possibilities of increasing enrolment of senior citizens so that maximum senior citizens can be kept a check upon for their safety. Hon’ble LG also advised that activities of jail releases be not only monitored but also shared with jail authorities.

Lok Sabha Elections – 2019

A presentation with regard to lessons learnt & suggestions for further improvement in conduct of elections was also made which covered, in detail, the preparatory phase, nomination & campaigning plan, election day/counting day uptil victory processions. It was informed that advance assessment and planning contributed to smooth conduct of the entire election process of Lok Sabha – 2019. The entire process was carried out in active consultation and coordination with Chief Electoral Officer, Delhi, Chief Secretary, Delhi, Home Department and Excise Department, GNCTD.

Interstate coordination with neighbouring states resulted in effective control of anti-social activities and recovery of huge quantity of illegal arms/liquor/drugs. Also, strengthening of intelligence was undertaken by engaging field level intelligence, media including social media and other sister agencies

Hon’ble LG appreciated Delhi Police for smooth conduct of General Elections – 2019 and desired that the best practices be put down as a Standard Operating Procedure both in print and digital form so that it is readily available for further analysis and improvement.

दिल्ली के उपराज्यपाल श्री अनिल बैजल ने सामान्य अपराध और लोकसभा चुनाव-2019 से प्राप्त अनुभव पर एक बैठक की । इस बैठक में मुख्य सचिव दिल्ली, अतिरिक्त मुख्य सचिव (गृह), पुलिस आयुक्त दिल्ली, आयुक्त (परिवहन ), दिल्ली सरकार ,दिल्ली पुलिस के विशेष और संयुक्त आयुक्त उपस्थित थे।

सामान्य अपराध  की समीक्षा

इस विषय पर विशेष आयुक्त (अपराध) ने एक विस्तृत प्रस्तुती दी। उन्होने यह बताया कि  पिछले वर्ष की तुलना में 9 जून 2019 तक दिल्ली में जघन्य अपराधों में लगभग 10 प्रतिशत कमी आयी है। इसके अलावा  इस अवधि में जघन्य अपराधों के निपटान की दर में वृद्वि हुई है।

दिल्ली पुलिस ने उन क्षेत्रों की पहचान की है जो डकेती और स्नेचिंग के लिए अधिक संवेदनशील है। माननीय उपराज्यपाल महोदय ने अन्य अपराधों के लिए  भी इसी तरह की प्रक्रिया अपनाने के निर्देश दिए और इनके प्रभावी ढ़ग से नियंत्रण के लिए एक तंत्र विकसित किया जाय।

दिल्ली पुलिस ने बताया कि उनके पास 36,354 वरिष्ठ नागरिक पंजीकृत है, और पुलिस कर्मियों ने 2.26 लाख बार उनसे सम्पर्क किया है, जिसके  परिणास्वरूप वरिष्ठ  नागरिकों के साथ जघन्य अपराधों में  31 मई 2019 तक लगभग 22 प्रतिशत की कमी आयी है।

विभिन्न प्रकार के अपराधों में किशोरों  का शामिल होना एक बडा चिन्ता का कारण है। इसके लिए दिल्ली पुलिस ने ‘युवा‘ कार्यक्रम के माध्यम से 7000 किशोरों  को कौशल शिक्षा प्रदान की है।  जिसके कारण  5000 जुवेनाइल को रोजगार भी मिला । इस स्कीम की मद्द से अपराध के प्रभावी रोकथाम में भी मद्द मिली है। युवा कार्यक्रम किशोरों को अपराध से दूर रखने में कारगर है।

यह भी सूचित किया गया है कि अपराधियों पर नकेल कसने के लिए दिल्ली पुलिस विभिन्न प्रकार के कदम उठा रही है जैसे सक्रिय अपराधियों की पहचान कर उन पर निगरानी रखना, अपराधियों के हिस्ट्रीशीटस और डोजियर को अपडेट करना, अनुपस्थित बैड कैरेक्टर्स का पता लगाना, भगौडे अपराधियों की गिरफ्तारी और जेल से छुटे हुए अपराधी की गतिविधियों पर नजर  इत्यादि ।

दिल्ली पुलिस ने यह भी सूचित किया कि दिल्ली पुलिस की सजा की दर भारत के अन्य सभी राज्यों में सबसे अधिक हैं और तकनीक का इस्तेमाल करके सामान्य कानून व्यवस्था और जांच को अलग करके इसे बढाने के प्रयास किये जा रहे हैं।

माननीय उपराज्यपाल महोदय ने दिल्ली पुलिस को तकनीक का अधिकतम उपयोग करने और कानून व्यवस्था को जांच  से अलग करने के निर्देश दिये। उन्होने यह भी कहा कि दिल्ली पुलिस ऐसी संभावनाओं की तलाश करें ताकि  अधिकतम वरिष्ठ नागरिकों का नामांकन किया जा सकें ताकि अधिकतम वरिष्ठ नागरिक सुरक्षित रह सकें। माननीय उपराज्यपाल महोदय ने यह भी कहा कि जेल से छुटे हुए अपराधियों की गतिविधियों पर नजर रखने के साथ साथ उनकी जानकारी जेल अधिकारियों के साथ भी साझा की जाय।

 लोकसभा चुनाव-2019

चुनाव के संचालन, सुधार और इस दौरान प्राप्त अनुभव पर भी एक प्रस्तुतीकरण दिया गया । इस प्रस्तुतीकरण में चुनावी तैयारियां, नामांकन और प्रचार  की योजना, चुनाव के दिन/मतगणना दिवस और विजय जूलूस शामिल थे। यह भी सूचित किया गया कि अग्रिम मूल्यांकन और तैयारियां ने लोकसभा चुनाव 2019 की पूरी चुनावी प्रक्रिया को सूचारू रूप से संचालित करने  मे बहुत योगदान दिया। यह पूरी प्रक्रिया मुख्य चुनाव अधिकारी दिल्ली, मुख्य सचिव दिल्ली, गृह विभाग और आबकारी विभाग दिल्ली के साथ सक्रिय सहयोग और बातचीत के आधार पर पूरी हुई ।

पडोसी राज्यों के साथ अन्तर्राज्यीय समन्वय के परिणामस्वरूप असमाजिक गतिविधियों पर प्रभावी नियंत्रण हुआ और भारी मात्रा में अवैध हथियार/शराब/ड्रग्स की बरामदगी हुई इसके  अलावा क्षेत्र स्थल की खुफिया, मीडिया और सोशल मीडिया, अन्य ऐजेंसियों  के माध्यम से खुफिया, तंत्र को मजबूत किया गया।

माननीय उपराज्यपाल महोदय ने दिल्ली पुलिस को आम चुनाव-2019 का सुचारू रूप से संचालित करने की सराहना की और उन्होने यह भी कहा कि इस चुनाव में प्राप्त अनुभवों को मानक संचालन प्रक्रिया के अन्तर्गत  प्रिन्ट और डिजिटल रूप में रखा जाय ताकि यह   भविष्य में आकंलन और सुधार में काम आ सकें ।
