14 Stolen luxury cars
With the arrest of two notorious interstate auto-lifters and one receiver of stolen vehicles namely Dilawar, Asif and Shamim @ Pilla, the Special Staff of North District has busted an interstate gang of auto-lifters and receivers of stolen vehicles and recovered 14 luxury cars stolen by them from different areas of Delhi and Uttar Pradesh.
PROFILE OF ACCUSED PERSONS:
Dilawar age 59 years R/o Balbir Nagar, Shahdara, Delhi is an illiterate person, Earlier he has worked as a transporter. Thereafter, he started selling contraband substances and gradually became an auto-lifter. He has previously been involved in 14 criminals cases. He has two brothers and both are having past criminal history. His two brothers Sanjeev @ Ganja and Shekhar are also auto-lifters. Apart from this, his step son namely Zahid is also an auto-lifter and two sons-in-law are also auto-lifters who are still in jail and all of them are having past criminal record. Dilawar is the kingpin of the whole family gang of auto-lifters.
Asif age 41 years R/o Wazirabad, Delhi has studied up to 9th He has earlier worked as a cab driver and came in contact with Dilawar. Thereafter, he started committing M.V. thefts in association with Dilawar. He has 02 previous criminal involvements. He is the master of lock breaking during carjacking and is a well-trained scanner user.

Shamim @ Pilla age-35 years R/o Meerut, UP has studied up to 5th He has worked as a mechanic in Meerut, UP. Thereafter, he started purchasing the stolen vehicles and further selling the same after tampering the engine and chassis numbers. He has 02 previous criminal involvements. He is well known receiver of stolen vehicles in Sohtiganj, Meerut, UP and stated to have allegedly received about 500-600 stolen cars. He also used to dismantle the cars and further used to sell the spare parts of stolen cars in Sohtiganj scrap Market, Meerut.

INCIDENT, ARREST & INTERROGATION
On 18.09.2019, during investigation of case e-FIR no. 31251/19 U/s 379 IPC PS Sarai Rohilla, secret information was received by HC Deepak that some criminals previously involved in many cases of MV thefts would come near DDA Market, Timarpur, Delhi in order to commit a crime. Immediately, a raiding team comprising of SI Praveen, ASI Yashpal, HC Deepak Kumar, HC Atul, HC Manjeet, HC Ansar, Ct Manjeet, Ct Balkesh and Ct Praveen was constituted under the leadership of Inspector Sunil Kumar, I/c Special Staff/North District and overall supervision of Sh. Jitendra Patel, ACP/Operation Cell, North District to conduct a raid and apprehend the criminals. The police team immediately rushed to the place of information and at the instance of informer apprehended two persons from a Swift car bearing No.UP-81-BE-9366.
On enquiry, they were identified as Dilawar R/o Shandara, Delhi and Asif R/o Wazirabad, Delhi. During sustained interrogation, they disclosed that this Swift car was stolen by them from the area of Shalimar Bagh, Delhi and they were planning to sell this car in Meerut, UP. The details of the car were checked on ZIPNET and the same was found to be stolen from the area of Shalimar Bagh vide e-FIR No 33159/19 dated 17/09/2019, u/s 379 IPC, PS Shalimar Bagh, Delhi. During further interrogation, they further disclosed that another stolen car has been parked by them near Govt. School, Mukherjee Nagar. Thereafter, that car bearing registration No. DL-3CBS-5460 was recovered at their instance from Mukherjee Nagar, Delhi. On checking, this car was found stolen from the area of PS Model Town vide e-FIR No. 33253/19 PS Model Town.
During the initial interrogation, accused Dilawar and Asif revealed that vehicle No. UP 81-BE-9366, DL-3CBS-5460 and DL-4CAG-818 were stolen by them and they have sold many cars to Shamim @ Pilla in Meerut, UP who used to pay them depending upon the models and condition of the stolen cars. Shamim @ Pilla used to further tamper the engine and chassis numbers of these vehicles and sells these vehicles to their accomplices in the different areas of UP and Punjab.
Accordingly, both the accused were arrested and produced before the Hon’ble Court on 19.09.2019 and their 05 days Police Custody Remand was obtained. During their PC remand, one stolen Santro car was recovered at the instance of accused Dilawar from Batra Cinema, Mukherjee Nagar, which was found to be stolen from the area of PS Prashant Vihar vide e-FIR no. 21706/19 PS Prashant Vihar.
At the disclosure of both the accused, a raid was conducted and accused Shamim @ Pilla was arrested from Meerut, UP on 21.09.2019. One Swift Dzire car was recovered at the instance of Shamim @ Pilla, which was found stolen from the area of Rajendra Nagar vide e-FIR no. 33317/19 PS Rajendra Nagar. He was produced in the Hon’ble Court on 21.09.2019 itself and his 05 days Police Custody Remand was obtained. At the instance of accused Sharmmi @ Pilla, 07 stolen cars (DL 2CAX 5579 Creta stolen from the area of PS South Rohini, DL 8CAR 1800 Fortuner stolen from the area of PS Mangolpuri, DL 9CAM 9167 Maruti Brezza stolen from the area of PS Adarsh Nagar, DL 4CAU 9094 Maruti Brezza stolen from the area of PS Keshavpuram and DL 1CV 2112 Maruti Swift stolen from the area of PS Sarai Rohilla, DL 9CAP 4876 Maruti Brezza stolen from the area of PS Aman Vihar and one Maruti Swift car) were recovered.
Further, 03 stolen cars (UP 32 GD 4532 stolen from area of PS Hari Nagar, DL 14 CC 7911 stolen from area of PS Keshavpuram & DL 2CAN 6939 stolen from area of PS Sarai Rohilla) were recovered at the instance of accused Asif.
So far, 14 stolen cars along with scanner used to unlock cars, lock sets, ECM plates, BCMs, punching machines, drill machines & other tools etc. have been recovered from the possession/at the instance of these accused persons.
MODUS OPERANDI
Vehicles unlock scanners.
Accused Dilawar and Asif are auto-lifters with previous criminal records of auto-lifting. They used to steal the cars by breaking the window glass of openly parked vehicles and unlock them with the help of scanners. Thereafter, they used to park these cars in the different parking areas. They further used to sell these stolen vehicles to an infamous receiver viz. Shamim @ Pilla in Meerut, UP. Shamim @ Pilla used to tamper the engine numbers of the stolen vehicles and cut the chassis numbers in his workshop at Meerut, UP. He further used to sell these stolen vehicles to their accomplices in the different areas of UP and Punjab with a margin as per models and condition of the car.
6 ECMs, 2 BCMs, 20 LOCK SETS, 9 CHASSIS PLATES AND TOOLS USED FOR UNLOCKING CARS AND TAMPERING ENGINE/CHASSIS NUMBERS RECOVERED
Further investigation is in progress and the staff involved in this good work is being rewarded suitably.
