In a major breakthrough, New Delhi District Police has succeeded in busting a gang of Bulgarians involved in skimming and cloning of ATM Cards in the area of New Delhi. The head of the gang namely Ruslan Petrov Metodiev along with his associate Tsvetelin Angelov have been arrested. Skimming/Cloning Devices and cards have been recovered.
INCIDENT
On 26.05.19 information was received from Khan Market regarding apprehension of a suspected foreigner person in an ATM booth of HDFC Bank. During investigation SI Mahesh Kumar, IO of the case detected ATM cloning device along with pinhole camera attached to the ATM machine and found Bulgarian Citizen Tsvetelin Angelov in possession of several cloned ATM cards. Accordingly, a case vide FIR No. 35/19 U/s 420/467/468/471/120(B)/511 IPC & 66 C IT Act was registered at PS Tughlak Road and a team was formed for further investigation of the case.
INVESTIGATION
A team comprising of Insp. Govind Chauhan (SHO/Tughlak Road), SI Mahesh Kumar, SI Sunil Kumar, and Ct. Surender No. 1758/ND under the supervision of ACP/ Chanakaya Puri, Sh. Rajender Paul and overall supervision of undersigned was formed to interrogate the Bulgarian citizen Tsvetelin Angelov and unearth the skimming racket by apprehending the mastermind and recovering all skimming and cloning devices.
Thorough investigation revealed that Tsvetelin was not alone but was also accompanied by the mastermind Ruslan Petrov Metodiev (also a Bulgarian Citizen) who was staying at Hotel Park Inn Radisson in Patparganj area where the gang had hidden their skimming and cloning equipment along with a huge stash of cloned ATM cards and cash.
In the intervening night of 26-27/5/2019 the police team conducted a raid at Park Inn Radisson Hotel where the mastermind Ruslan was suspected to be staying and apprehended the accused Ruslan Petrov Metodiev. Search of the hotel room led to the recovery of several skimming equipment which included ATM card reading devices, pin hole cameras, card cloning devices, laptop used to clone cards, several cloned and blank ATM cards and a huge stash of Euros from the possession of Ruslan.
INTERROGATION AND MODUS OPERANDI
During interrogation the accused persons disclosed that they were carrying out an organized international racket of skimming and cloning of ATM cards across Europe, India and other countries. They revealed that they would travel across several European countries and install ATM card skimming devices to the ATM machines. The skimming device would record the details of the ATM cards on the memory card attached to it and they would place a pinhole camera just above the keypad of the ATM to record the ATM pin. Once they had all the data they would transfer the data from the memory cards into a laptop and make clones of these ATM cards using the cloning device on ordinary Gift Cards with magnetic strips, which they had purchased in large numbers.
Since the European ATM machines had advanced security measures, the cloned cards if used in Europe were detected almost immediately, however in India due to poor security features of ATM machines these cloned cards could easily be swiped and money could be withdrawn. Therefore, they would swipe cloned ATM cards of European persons in India and withdraw Indian Rupees, which they then converted, to Euros. While they were India, they would also skim Indian ATM cards and easily withdraw money from them also by following the same procedure. In addition some of their gang members in Europe would also supply data to them from their own skimming devices installed in European ATMs, which the two would use to clone even more cards and withdraw more money.
They also disclosed that they had in the past made atleast three trips to India in the last one year only for this purpose. They also did the same thing in Turkey, Indonesia and other countries with poor ATM security measures. They especially targeted countries to which they could travel on tourist visas and where visa was available upon arrival. Thus, they travelled across countries to carry out their skimming and cloning racket.
PROFILE OF ACCUSED
1.Ruslan Petrov Metodiev age 43 years old is a Bulgarian citizen. He is the mastermind of the skimming and cloning racket. He has revealed that he is a self taught cheater and he has been in the business for many years. He keeps changing his MO with new developments and has links with other cheaters of Europe especially in Turkey, Germany and Bulgaria.
2.Tsvetelin Angelov age 36 years old is also a Bulgarian citizen. He is a school dropout and used to do odd jobs. However he was out of job since a long time and got associated with
Ruslan in 2015 and together they were involved in skimming and cloning of ATM cards. He stated that while Ruslan was the brain behind the racket Tsvetelin was the person who executed it. After their haul they would go to Goa, Bali and Thailand and live a life of luxury and partying.
