यह रैकेट ऑनलाइन क्रिकेट पर जुएं का काला कारोबार कर रहे थे। यह लोग क्रिकेट मैचों पर जुआं, सट्टा खेलने वालों को मैच की सटीक सूचनाएं मुहैया करवाते थे। शाहदरा जिला के उपायुक्त अमित शर्मा ने बताया की इस रैकेट के लोग प्ले स्टोर से गैंबलिंग की ऐप्लिकेशन डाऊनलोड करने के बाद जो भी इंटरनेशनल क्रिकेट मैच का मैदान से लाइव् स्कोर होता था यह लोग मास्टर फ़ोन से एक अन्य रिसीवर फ़ोन पर सूचनाएं भेजते थे।  जो सेकंड्री फोन है वह तक़रीबन 167 फ़ोन से जुड़ा हुआ रहता था।  उस फ़ोन पर इंटरनेशनल क्रिकेट मैच की सीधी सूचनाएं एक साथ बिना समय देरी किये भेजी जाती थी। इन सूचनाओं का टाइम रेडियों और टीवी के प्रसारण से भी तेज और सधा हुआ होता था। जिन 167 फ़ोन पर सूचनाएं भेजी जाती थी उनके 4 अंको के यूनिककोड होते थे।  ये यूनिक कोड 167 फ़ोन इस्तेमाल करनेको दिए गए थे। इन फ़ोन को इस्तेमाल करने वाले सभी लोग दिल्ली और एनसीआर के आसपास रहने वाले हैं यह सभी इसी ऑनलाइन जुएं के रैकेट से जुड़े हुए हैं।

पुलिस को इनके पास से 167 मोबाइल बरामद हुए हैं जो 4 सूटकेसों में सर्किट से जुड़े हुए थे। यह सारे इंटरकनैक्टिड थे और इन सभी फ़ोन में सिर्फ इनकमिंग सुविधा थी। इस सारे सिस्टम का इंटरग्रेटिड सर्किट बनाया गया था। इसके अंदर दो प्रकार की सुविधा थी गई थी, पहली सुविधा इसमें लगातार चार्जिंग की थी  और दूसरी सुविधा सूचनाओं का लगातार बिना रुके प्रसारण।

प्रत्येक नॉन स्मार्ट फोन में एक विशेष सिम कॉर्ड होता था जिसका इस्तेमाल करने वाला क्रिकेट ग्राउंड में मैच की सूचनाएं भेजने का काम करता था। इसके इस्तेमाल करने वाले व्यक्ति को यूनिक कोड नंबर बताने के बाद कनेक्ट कर लिया जाता था इसके बाद उसे लगातार सारी मैच की सारी सूचनाएं दी जाती थी। यदि कोई फ़ोन मे कोई टेक्नीकल खराबी हो जाती थी तो कोड नंबर का मिलान करके ही खराबी को ठीक किया जाता था।  इनके पास से 67 सिम कार्ड भी बरामद हुए हैं।

पुलिस को इनके पास से बरामद सूटकेसों में इंटीग्रेटिड सर्किट से 167 फ़ोन जुड़े मिले है। यह लोग स्मार्ट फ़ोन की जगह नॉन स्मार्ट का इस्तेमाल करते थे। पकड़े जाने के डर से ऐसा किये करते थे। इनके फ़ोन में आऊट गोइंग की सुविधा नहीं होती थी सिर्फ इन्कमिंग कॉल ही आया करती थी जिसपर लाइव मैच का हाल बताया जाता था । इस बात का विशेष ध्यान रखा जाता था की ग्रुप में किसी प्रकार की सुचना लीक न हो। इनको हर एक मोबाइल फोन के लिए 3000 का किराया मिलता था। यह रैकेट रकम की लेनदेन डिजिटल तरीकों से किया करता था फिलहाल पुलिस ने रकम के लेनदेन का सारा डाटा जुटा लिया है। पुलिस इनके तीसरे साथी की तलाश में  जुटी है।

पुलिस को इस ऑनलाइन जुएं के रैकेट के खुलासे के बाद उन लोगों तक पहुंचना है जो इस धंधे से जुड़े हुए हैं और इस रैकेट से जुड़कर जुएं और सट्टे के अरबों रूपये के अवैध कारोबार में लगे हैं।

ONLINE GAMBLING FACILITATORS ARRESTED, ALONGWITH RECOVERY OF 167 MOBILE PHONES, INTEGRATED CIRCUIT & 67 SIM -CARDS.

BRIEF FACTS:
A crack-team comprising of ASI Anoop, ASI Pratap, HC Pushpender and Ct Lokender was constituted under the close supervision of SHO/Jagatpuri and overall supervision of ACP/Vivek Vihar, to nab the snatchers/robbers active in the trans Yamuna area by collecting local intelligence.

During, intelligence collection regarding active robbers/snatchers, a specific local intelligence was received, that few persons are living affluently in Jitar Nagar without having any known source of income. The information was further developed and acting on this information, a raid was conducted by the crack team members in the said permises at Jitar Nagar, Jagatpuri, Delhi, where a person namely Avnit Thapar r/o Jitar Nagar, Delhi was found operating a set-up of online gambling on cricket match of various phone connections in 4 different suitcases containing 167 mobile phones. All the mobile phones were well connected through wires and a particular code was given to each phone for a particular gambler/customer.

INTERROGATION
During the interrogation, accused Avnit Thapar disclosed that he used to work this online gambling set-up with a person namely Manoj @ Kake, who lives in Ram Nagar.

Further, the team apprehended Manoj @ kake, who disclosed that all the recovered 166 mobile phones are connected to each other for receiving simultaneous transmission through one main line which further received transmission from another phone, which is being handled by a person positioned at an unknown location and who decide the information to be transmitted on all the 166 phones after acquiring information from online gambling sites/applications. Manoj @ Kake further disclosed that he gets a rental of Rs. 3000/- for each of the 166 mobile active in the transmission
relay set-up.

All the phones were given a unique identification code of four digit and were used to automatically send transmission through this setup to their various clients stationed in NCR and beyond regions.

INVESTIGATION
A case was registered under gambling act and in depth investigation carried out in the given case revealed that the set-up for the online gambling was based on complex integrated circuit which had power back up for battery recharge of each phone attached in the set-up and also responsible for simultaneous relay of information in all the mobile without delay.

Further, investigation into the matter revealed that all the 166 phones used in the set-up were non smart phones for reducing any traceable technical footprint of the set- up. All the phone had only incoming facility and no calls could be made from any of the mobiles and all the financial transaction were done using online transaction platforms.

RECOVERY
1. 167 mobile phones used in gambling alongwith integrated circuits.
2. 4 suitcase.
3. 67 SIM cards.
